China Establishes 57 National Standards for “New Three” Industries to Support Green Transition
As global green and low-carbon transformation accelerates, the “new three” industries—represented by new energy vehicles (NEVs), lithium batteries, and photovoltaic (PV) products—have rapidly emerged as a new engine for China’s high-quality economic development.
The National Administration for Market Regulation (NAM) has been strengthening the standardization system to support industrial innovation and upgrading. To date, China has released a total of 57 national standards in the “new three” sectors, ensuring industrial safety, sustainability, and green development.
Zhu Meina, Deputy Director-General of the Standards Technology Department under NAM, explained that in the NEV sector, 13 national standards have been issued, covering remote service management, battery-swapping safety requirements, and conductive charging/discharging systems, effectively supporting advancements in remote operation and vehicle-grid interaction.
For lithium batteries, two national standards enhance full-lifecycle traceability. Meanwhile, 42 PV-related national standards address green product evaluation, ground-mounted PV modules, and other aspects, regulating product quality and low-carbon performance.
To systematically develop a standardization framework that drives high-quality industrial growth, NAM formulated and issued the Action Plan for Standards Enhancement in New Energy Vehicles, Lithium Batteries, and Photovoltaic Industries (hereinafter Action Plan) in 2025, outlining 167 national standard projects for the “new three” sectors.
The Action Plan emphasizes targeted standard development:
NEVs: 57 standards will be revised or newly established to improve safety, product quality, and support intelligent, connected, and internationalized development.
Lithium batteries: 30 new standards will focus on safety, classification, quality management, and green/low-carbon aspects to enhance efficiency and facilitate industrial upgrading.
PV industry: 80 standards will prioritize product safety, energy consumption limits, high-efficiency modules, “PV+” applications, smart operation and maintenance, and resource utilization to advance high-end, intelligent, and integrated development.
Zhu emphasized that standards are a critical technical foundation for industrial growth. Moving forward, NAM will accelerate the development of “new three”-related national standards. Additionally, to ensure effective implementation, NAM will promote released standards through expert interpretations and joint workshops with the Ministry of Industry and Information Technology (MIIT), guiding industries to accurately apply standards and drive high-quality development.
